A cat hoarder in Beaverton, Oregon is on the run after being charged with first-degree animal neglect after dead and seriously ill cats were found abandoned.

This case will be told mostly by “copy and paste” because I couldn’t improve on the actual Facebook post telling of the horror this woman put the cats she had promised to help through before abandoning them.

“On March 2nd 2017, Roxanne Mathews/Wing and her Husband Bill left the state leaving cats behind in their trailer in Beaverton Oregon. I got the call and went up to start trapping not knowing what we were getting into.

The management company wanted Washington county animal services to come out but they would not, even after I spoke with them. On Saturday March 4, we made entry into the trailer. What we saw was beyond anything I have ever experienced in my life. The smell about knocked you to your feet it was so bad. We had to gear up in full hazmat suits to make entry.

Feces, urine, black mold, ringworm fungus, and thousands of cockroaches and spiders infested the trailer. Feces were piled high everywhere we looked and the floor squished when we walked. We saw a white cat immediately upon entering but he ran to the back bedroom when he saw us.

Later that same day we found the first dead cat amongst the filth. It was laying a foot away from The fridge. They would have had to step over it to get to the fridge. Through the next three days we searched and found a total of five live cats. Roxanne said she left three behind.

We methodically went through every single space in that trailer making sure we didn’t leave anyone behind. We found the second dead cat on Sunday and it was especially hard on us. Eleven brave rescuers made entry in that trailer! Roxanne is wanted on felony animal neglect charges in Washington county Oregon. She skipped out on her hearing and has a bench warrant for her arrest. She was known to be heading to Bull Shoals/Oakland Arkansas and or Springfield Missouri area but they also have family in TN and MO we believe.

She scammed a lot of money using her animals as an excuse. A few weeks prior to her running, animal services removed 18 cats and a dog from her home. She is also believed to be traveling with a dozen animals right now. She has to be found!! She will start collecting animals again if she isn’t caught and charged.

She should never be allowed animals again! The 5 cats we rescued were all sick. Most had ringworm and Upper respiratory infections. Two were very ill with blood work that showed a high level of infection and anemia from fleas and mites and need dentals as they are seniors. Frankly I am surprised Waterlily is alive she was so sick when she saw the vet.

One cat (Ochoco) has already found a barn home thanks to Meow Village rescue! The other four are living with a friend and getting healthy enough to be placed. We are posting this again because Roxanne has NOT been located. She needs to be shut down and stopped. Please share this post. We need her to surface! Please share.”

Someone close to Roxanne has given her new residence as Ava, Missouri where she is using religion to solicit donations. She’s portrayed herself as a Muslim, a Baptist and is currently a Mormon. From what I’ve read, the Mormon church is helping her and assisting with her move.

Unfortunately, Roxanne is alleged to have around 30 cats at this time.

Roxanne has other names she goes by, including but not limited to Hanna Mathews, Ann Mathews, Anne M. Mathews, Marie Mathews, Roxanne Bierbeaum, Annie Wing, Anna Wing, Roxanne Mathews, Roxanne M. Wing and Roxanne Marie Mathews.

KATU2 News verified the criminal charge, saying the Oregon Humane Society got involved after several Facebook posts were reported to them about a woman leaving her cats behind when she left the area.

Update by Michael at 29th Jan 2018: I have tried to obtain updating information about this woman. The only information I can find is pasted below from Facebook:

“We have been contacted by someone close to Roxanne. She is currently living in Gainesville MO but may have moved to nearby Ava. She was attending a Baptist church in Gainesville but was quickly kicked out when church goers realized she was conning them. She is currently attending a Mormon church near Ava Missouri. She has started to collect cats again and has around 30. Since she moved out of state in March three more cats have died! Each home she moves too quickly fills up with feces and filth. She continues to scam money from anyone who will listen to her story and keeps moving once she has been outed in the community. We cannot seem to get local authorities in Gainesville or Ava interested in pursuing a case against her. Update END!”

If this is true she is on the run and doing what she always does. No change.

  3. My eyes started stinging and watering the moment I saw that mess. People like this are such a threat to cats… using them to scam money from people, then letting them suffer. The worst kind of human. Then good people have to be overly cautious about giving to help cats anywhere. Just shocking.
