This is a screenshot of a video of a cat (a calico stray cat) who is suffering from a skin condition which causes it to lose tensile strength which makes it elongated to look either like a wing or in this case a tail. It occurs on both sides of the body hence the added wings and in this case the added tails on either side of the body.
