Cosmo cat is a "superheroic comic book cat" (Jeff Rovin). He wears a red sweatshirt with a yellow C on the chest. He has blue tights, red boots and yellow gloves. His cape is green.
He first appeared in 1945 in Fox Publication's All-Top no.1. This was followed by his own comic book from 1946 to 1947 (a series of ten issues in all).
Then came three specials from 1957 to 1959 and ten issues of Wotalife Comics from 1946 to 1947.
Pat Adams created and wrote Cosmo Cat.
Cosmic catnip capsules gave Cosmo his powers. Cosmo lives (or lived!) on the moon in a secret laboratory. He used a very powerful telescope like decice (a "telefinder") to find a "poor soul" who needed help on planet earth.
Cosmo leaps into action by travelling to earth in a rocket propelled by a "blaster beam".
As expected he has super strength, he can fly (of course), and his skin is totally impregnable.
Cosmo cat's foes include:
-- Horroface and ugly human with aspirations to rule the universe (what else!).
-- Professor Ratzoff, an evil human who tries to steal a shipment of "artificial meatballs".
His exploits include:
-- helping Dunky Duck learn to swim.
-- riding a racehorse after a jockey is kidnapped and to help a female cat.
L.B. Cole did co-create the character, but most of the comics were by Ells Holly Chambers: Pat Adams was a pen name Ellis used. Ellis Chambers himself is largely a mystery: he was a drug addict, his drawing style is akin to 1940s animated cartoons, and his comics are known for strange content.

L.B.Cole co-created Cosmo Cat. When Cosmo later came out as Super Cat, Cole was the writer and artist on the book.
