Are shelter staff too picky with adopters?

The so-called “open adoption policy” is a response to a perception that shelter staff can sometimes be too picky when allowing a potential adopter to go away with their new cat or dog. In addition there are indications that some shelter staff are rude to clients at shelters. The open adoption policy has been partly responsible for quite a steep reduction rate in the euthanasia of shelter cats and dogs over the previous five years.
