Fulton, Kentucky police officer suspended for killing a feral cat will return to work in October

A Fulton, Kentucky police officer involved in killing a feral cat will return to work on October 16 following his one month paid suspension/administrative leave for violating personnel policy. The community is outraged. A video that provides some background information can be found here.

Fulton Police Chief Terry Powel says officer Juan Guzman will return to his job next month. The feral cat was killed around August 12 by what’s believed to be a high-powered pellet gunshot to the head. There was a thorough investigation done as Fulton Police turned the case over to the Kentucky State Police.
Gary Grooms, the owner of Smokehouse Barbeque, is one of the caregivers of around 20 feral cats. He said during an interview with WPSD6 News that the number of cats total around ten now.
“That’s not what you hire a police officer to represent and become for your community. It’s not what anyone I know wants. I want them to fire the cop. I want them to fire him. He doesn’t deserve to be working here”

Kentucky State Representative Chris Freeland has joined in the fight to make improvements to Kentucky animal cruelty laws. The same law has been in effect for 45 years.
“It’s just to get us more in line with what’s in place nationally. It’s not any infringement on our property owners or our hunters. It’s just for more humane treatment and a better solution to our feral cats and dogs that are running loose.”
Gary is planning to attend the next Fulton City Commission meeting to argue against Guzman returning to his job. Kentucky State Police Trooper Bryan Luckett has confirmed the investigation is still underway.
