Hoarder accumulated 30 tonnes of rubbish under which 15 rotting cats were found

This is an extraordinary photograph of part of the 30 tonnes of rubbish inside this woman’s home and under this rubbish there were the rotting bodies of 15 cats. Quite extraordinary. The person needs help quite obviously but she appears to be sane because she has been punished and the court order did not at the time when her behavior first come to light (2012) recommend some sort of psychiatric treatment as far as I am aware.
