Currently as at September 2017 domestic cats are legally free to roam anywhere they want, anywhere on the planet although there are one or two very minor exceptions in cities perhaps in Australia where domestic cats are under a curfew to remain inside the home between dusk and dawn. Things will change as the planet becomes increasingly urbanised with the attendant increased human created hazards for the domestic cat such as vehicles.
