Lactulose Solution is a human constipation relief medication for people who haven’t heard of it. It is USA/Canada based.
Sometimes mineral oil does not work and some cat owners recommend unsweetened Metamucil added to a cat’s wet cat food. This has good ‘reviews’ from some people. It should be limited in use. And make that sure he drinks plenty of water.
