Yes, he does look extremely cute but the haircut is completely unnatural and I feel a bit sorry for this cat. It took place in Taiwan. There was a mixup on instructions to the cat groomer or the cat groomer have some weird ideas of her own. The photographs have done the rounds on social media and are very popular because they amuse lots of people and create lots of conversation in comments. I tend to look at welfare issues and I tend to be a bit too serious sometimes but I do see the funny side of this.
