The general gist of this is that the increase is intended to help remove unwanted cats from the shelters. I don’t think it will work. It will create more space – a void – that will be filled by more cats. The more fosterers and the more shelters there are the more unwanted cats there will be because the irresponsible cat owners will be more irresponsible.
The answer is to squeeze irresponsible human behavior out of the cat caretaking world.
