First amendment and animal shelters

The First Amendment of the United States grants rights to both volunteers at government run animal shelters and to the public visiting them. Volunteers are allowed to criticise government run animal shelter management and publicise that criticism without fear of retribution. The public are entitled to criticise, photograph and videotape public areas within government run animal shelters. The First Amendment also applies to private animal rescue shelters.
