Cat licensing in Guelph

The city administrators are introducing on 1 January 2018 a cat licensing bylaw with the intention of instigating better controls over cat ownership and to improve the percentage of cats reunited with their owners when they become lost. The law will allow citizens rather than just shelters and veterinarians to engage in reuniting lost cats with their owners because the licensing data will be placed online with public access. I presume that licence cats will have a tag on them.
