The UK government wants to introduce cashless purchases of companion animals in order to help prevent theft which has increased uncomfortably during the coronavirus pandemic. Cashless payment will help track transactions and deter the onward sale of stolen companion animals.
The difficulty as I see it is enforcement. There are lots of barriers to enforcement. Even cat breeders will resist the necessity of introducing card payments as they prefer cash I presume. They don’t want records because they want to avoid paying tax as I see it.
The plan is good, the enforcement is fraught with difficulties but the concept is built on the success of a 2013 introduction of cashless payments for scrap metal by scrap metal merchants because at that time there was a surge in thefts of metal from public places causing great disruption. It reduced thefts of metal by 50% apparently.
