Abyssinian cat stolen after catio ordered to be removed

This is an unfortunate case of an Abyssinian cat going missing presumably stolen after the catio in which he spent a lot of time was ordered to be torn down by the local authority because it breached planning permission. The owner is not sure that her cat has been stolen but she thinks it has because there were two suspicious men hanging around her house who picked up her cat sometime before he went missing. However, her cat, Xander, had gone missing in the past having escaped the house and therefore there may not be a link between the removal of the catio and the loss of her cat.
