The photographer, Chriss Pagani, says that this photograph depicts a feral cat mom and her three kittens. She says that the mother is probably trying to teach her babies to hunt and that the photograph was a quick snapshot. Within half a second they were all gone. It is right that mother cats teach their babies to hunt and do it by demonstration. They all look pretty healthy and once again none of them have been subjected to a TNR program because there has been no ear tipping to indicate that they have been either spayed or neutered.
