Will there be less lost cats and dogs after Hurricane Harvey than after Katrina?

Americans would expect to see an improvement with respect to the recovery and rescue of pets after Hurricane Harvey compared to what happened after the 2005 Hurricane Katrina. Around a quarter million pets were last and or died after Katrina. The law was changed to focus more on rescuing people and their pets rather than leaving pets behind as was the case during Katrina. This should bear fruit. We await news.
