He is called Bone Bone and he lives in Thailand but the picture of this cat makes him look like a teddy bear or koala bear. He is very stocky and one of the modern band of celebrity cats with thousands of followers on Instagram. But no one has mentioned it; I believe that he is stressed. He is calming himself by over-grooming an area of his coat that is easy to access, his lower belly.
He has removed the fur in that area. This is almost certainly over-grooming due to stress. I am surprised no one has picked it up. The stress is likely to be caused by being paraded in front of adoring fans in public places. He looks calm and as if he accepts it all but I don’t think he likes it. Most cats would not.
