An urgent please has been sent out (by me) to keep your cats inside if you live in the vicinity of Brighton in the UK. When this POC article was posted November 20 there were seven victims. The count has risen to 14.

The police are hunting the suspected killer who is knifing cats within the same square mile of Ditching Rose. The cats returned home with their intestines hanging out.
A Southwick Green cat owner, Emma Packer and her children are devastated after their cat Poppy came home last Friday. Poppy smashed against the catflap and collapsed on the landing once she pushed her way it. Emma says Poppy was bleeding everywhere.
In a report by The Argus, Emma described the horror
“My husband was covered in her blood and we rushed her to the vets and called the police. We just don’t have that sort of money (£3,000). We spoke to animal charity the PDSA and they said they would operate. But they then rang us back and said the operation was too much. They fixed the holes in Poppy but she had died shortly afterward.”
Poppy had been stabbed in the lung by a person with a knife, the veterinary clinic determined. Emma also said another of her cats came home limping the same night Poppy was attacked.
The Sussex police are dealing with multiple cat mutilations under “Operation Diverge.” According to Prevention Inspector Dan Hiles they’re investigating 14 reports of cats being injured in the city.

They’re asking the public to report any suspicious activity around the London Road railway station and the North Laine areas to report online sussex.police.uk/appealresponse or call 101 quoting “Operation Diverge.”
I just don’t understand why people who must have read the news continue to allow their cats to roam outside unsupervised when so many cats have mutilated. What’s it going to take to convince them the risk is too high? Are cat given more freedom outside in the UK than in the U.S.?

You are getting mixed up.
If the baby is kidnapped the major fault (90%) is the criminal’s who does the kidnapping. The parents were negligent but not criminal.
My analogy is correct. I don’t promote letting cats wander freely. The law lets then wander freely and as the law reflects the wishes of the people of America, they, in general, wish it.

Try this one: If you let your human toddler wander around outside and it gets kidnapped or drowns in a stream or gets raped and killed, whose fault is that? THE PARENTS’ FAULT, 100%!!!
You ALL already know the dangers of letting any valued life go where it wants unattended, one that can’t fend for itself, why on earth would you say such stupidity? What’s your next ridiculous reply? Teach cats to carry weapons to defend themselves when out in the real world? Give them cellphones so they can call the police when they are being attacked?
