Should ‘refugee’ dogs and cats from Hurricane Harvey be shipped to Chicago for adoption?

I do not know for sure but I wonder whether there is a better way of dealing with cats and dogs which have been separated from their owners due to the Houston floods caused by hurricane Harvey? Hundreds are being shipped out of Houston to Chicago and San Francisco where they will be readopted by new owners and living new homes. Could not the animals be kept down in the south, in Texas not far from Houston and their owners temporarily rehomed pending the repair of their own homes and then they could be reunited with their animals?

We are told by ABC 7 that dozens of dogs and cats have recently arrived at PAWS Chicago after a 23 hour trip from flooded Houston.
